Members also periodically elect the LINX non-executive board of directors. Members collectively 'own' the company, and all members have a single vote at AGMs and EGMs in matters relating to finances, constitution, and what activities LINX may carry out. Networks join LINX as members and sign a memorandum of understanding. LINX is a not-for-profit organization ( a company limited by a guarantee). It is one of the largest neutral IXPs in Europe in terms of average throughput. LINX was founded in 1994 by a group of ISPs and educational networks and is a founding member of Euro-IX, a Europe-wide alliance of Internet Exchanges. LINX operates IXPs in London, Manchester, Scotland and Wales in the United Kingdom and Northern Virginia in the United States.
